The purpose of this report is to provide information to the Children’s Overview and Scrutiny Committee about the progress of transformation in children and young people’s mental health care including waiting times and mental health in schools.

Children and Young People's Partnership Board pdf icon PDF 1 MB

The remit of the BCP Learning Partnership Board (LPB) has been expanded and is evolving into the new BCP Children and Young People’s Partnership Board (C&YP PB). The reason for the change is to emphasise the importance of other services to children and young people such as those provided by the NHS and Police, if children and young people are to reach their potential and to be protected.

This newly formed BCP C&YP PB retains a strong focus on learning and education and aims to maximise the life chances through education of all children and young people in the BCP area.


The Board is forming during unprecedented times and aims to build upon the effective partnership working that has characterised the last few months when everyone has worked together to minimise the negative impacts of the pandemic.


A Children and Young People’s Plan is being developed that will be shaped by balancing pre and post COVID 19 priorities and ambitions. The immediate priority is to ensure the safe return of all children into education and learning after the lockdown restrictions.


Through this report, Overview and Scrutiny are provided with an update on the evolution of the Board and are offered the opportunity to contribute to shaping the new Board’s arrangements, and the Children and Young People’s Plan which is currently under development.

Understanding exploitation of children is not simply about identifying the characteristics of children who are vulnerable to abuse. it requires a wider perspective and understanding of the contexts, situations and relationships in which exploitation is likely to manifest.


During 2020 there has been significant changes and improvement in the way responses to Child Exploitation has been delivered. This includes Children missing from Home and or Care, development of a dedicated Complex Safeguarding Team. Further a change in the approach to intervention for children suffering significant harm through exploitation
