Oppose Public Space Protection Orders across BCP.

We the undersigned petition the council to oppose the use of any Public Safety Protection Order in the BCP geography.

The current PSPO in place in Poole has been identified as discriminating particularly against those who are homeless or rough sleeping, because fines of £100 to £1000 can be charged for behaviours such as leaving sleeping bags unattended or accepting money from members of the public. (See full list below).

We believe it to be unfair and unrealistic to apply penalty fines to vulnerable people who are very unlikely to be able to pay.

Furthermore, we do not believe that the use of PSPOs is proportionate, appropriate or necessary within the BCP geography.

Behaviours which would incur a penalty charge notice under the current PSPO include:
• Begging
• Sitting or loitering in a public place with a receptacle used to contain monies from the public
• Leaving unattended personal belongings such as bedding or bags
• Causing an obstruction in shop doorways, or car park or public area such as hallways, stair wells etc
