Grant a renewal of the existing licence on terms previously approved, to expire on a revised date of 31st December 2022 unless terminated at an earlier date

Reasons for the decision:

In accordance with the previous advice, Portfolio Holder approval has already been obtained to the granting of a further licence to the end of March 2022, being the date by which the requirement for its use would end. This was a joint Portfolio Holder decision made on 12/10/2021 and effective from 22/10/21.

Since this decision was made a further request has been received from the UK Health Security Agency, which is an executive agency of the Secretary of State for Health and Social Care. The request received on 15.12.21 is for the licence to run from the 1st January 2022 to the 31st December 2022, with the ability to terminate the arrangement at an earlier date by notice.

The revised end of the licence time period is the only element of the proposed licence that is not covered by the above decision. This urgent request is as a result of the ongoing pandemic & the evolving situation with the new variant.

The extension of the previous decision is being made in accordance with the delegation to the Director for Transport & Engineering since time is of the essence in drawing up a new license.

Once this decision has been confirmed a new license shall be drafted to reflect the new timescales ready for signature by both relevant parties and in line with the required legal process.
