Election of Chairman

To elect a Chairman of this meeting of the Licensing Sub-Committee.

Minutes:

RESOLVED that Councillor D Kelsey be elected Chairman of the Sub-Committee for the duration of the meeting.

Apologies

To receive any apologies for absence from Members.

Minutes:

The Sub Committee was advised that as a result of the review of the political balance by Council on 17 December 2019 Cllr J Bagwell was no longer a member of the Licensing Committee.

 

As the reserve member Cllr B Dion replaced Cllr J Bagwell as a member of the Sub Committee for this meeting.

Declarations of Interests

Councillors are required to comply with the requirements of the Localism Act 2011 and the Council's Code of Conduct regarding Disclosable Pecuniary Interests.

Councillors are also required to disclose any other interests where a Councillor is a member of an external body or organisation where that membership involves a position of control or significant influence, including bodies to which the Council has made the appointment in line with the Council's Code of Conduct.

Declarations received will be reported at the meeting.

Review of Premises Licence - Camden Bar and Kitchen, 4-6 Bournemouth Road, Poole BH14 0ES pdf icon PDF 149 KB

An application has been received from Environmental Health for a review of the Premises Licence for the premises known as Camden Bar and Kitchen, 4-6 Bournemouth Road, Poole BH14 0ES.  This matter is brought before the Licensing Committee for determination.

The Licensing Manager reported that the solicitor representing the premises had requested an adjournment to enable a number of parties to attend the hearing, including the acoustic engineer who would be asked to provide evidence at the hearing.

 

Following the agreement of the Environmental Health Officer and on the advice of the Council’s Senior Lawyer the Sub Committee was asked to consider formally opening and adjourning the hearing until 14 January 2020 in the interests of justice and in order to comply with the requirements of the Hearing Regulations.

 

RESOLVED that the hearing to review the premises licence in respect of Camden Bar and Kitchen, 4-6 Bournemouth Road, Poole BH14 0ES, be opened and adjourned until the Licensing Sub Committee meeting on 14 January 2010.

Application for New Premises Licence - Bar Beyond, Whitley Hotel, West Cliff Gardens, Bournemouth BH2 5HL

The Sub-Committee is asked to formally open and adjourn consideration of the above application until 14 January 2020 in order to comply with requirements of the Hearing Regulations.

The Licensing Manager reported that the solicitor representing the applicant had requested an adjournment to enable him to attend the hearing and represent his client.

 

Following the agreement of all parties and on the advice of the Council’s Senior Lawyer the Sub Committee was asked to consider formally opening and adjourning the hearing until 14 January 2020 in the interests of justice and in order to comply with the requirements of the Hearing Regulations.

 

RESOLVED that the hearing to consider the application for a new premises licence in respect of Bar Beyond, Whitley Hotel, West Cliff Gardens, Bournemouth, BH2 5HL, be opened and adjourned until 14 January 2020.
