Review of Premises Licence - Southbourne Sports Club, 8 Dean's Road, Bournemouth, BH5 2DA To consider an application by Dorset Police to review the premises licence relating to concerns that the premises management are unable to uphold the licensing objectives relating to the prevention of crime and disorder, prevention of public nuisance and public safety licensing objectives.
The review is supported by Environmental Health as a Responsible Authority and 9 other persons, who are local residents. Additional documents:

The Chair made introductions and explained the procedure for the hearing which was agreed by all parties.
The Licensing Manager presented a report, a copy of which had been circulated and a copy of which appears as Appendix A to these minutes in the Minute Book together with two supplementary packs containing supporting information submitted by the Police and Mr Day respectively in advance of the hearing.
The Sub Committee was asked to consider an application for review of the premises licence for the premises known as Southbourne Sports Club, 8 Deans Road, Southbourne, Bournemouth, BH5 2DA. The application was submitted by Dorset Police on 14 September 2021 on the the grounds that the Premises Licence Holder was not exercising the levels of control necessary over the premises to ensure that the licensing objectives are being upheld.
The application had resulted in one representation from Environmental Health as a Responsible Authority and nine representations from ‘Other Persons’, all of which were in support of the review application.
The following persons attended the hearing and addressed the Sub Committee to expand on the points made in their written submissions:

The Sub Committee asked various questions of all parties present and were grateful for responses received. All parties had the opportunity to ask questions. All parties were invited to sum up before the Sub Committee retired to make its decision. Before concluding the hearing the Legal Advisor advised all parties of the right of appeal.
RESOLVED:- That having considered the application to review the premises licence for the premises known as Southbourne Sports Club, 8 Deans Road, Southbourne, Bournemouth, BH5 2DA, the Sub Committee agrees that the premises licence should be modified by adding the following new conditions:
· A CCTV camera shall be installed in the function room within 28 days of the decision notice being issued, and until such time as it has been installed the door to the function room shall be sealed shut. · No more than 2 persons at any one time will be permitted outside the premises in the smoking area. Signage advising customers of this condition will be displayed on the premises. The smoking area will be monitored on CCTV by staff at all times and a member of staff will check the area in person on a regular basis.
