Phil Cook has submitted an application on behalf of Primetime Slots Limited for a Premises Licence for an Adult Gaming Centre under the Gambling Act 2005. The application seeks authorisation to operate the premises between the hours of 09:00 and 23:00, every day of the week. The application has attracted four representations from Ward Councillors. The representations raise concerns that granting the licence would be contrary to the licensing objective of protecting children and other vulnerable persons from being harmed or exploited by gambling. The Chair made introductions and explained the procedure for the hearing which was agreed by all parties.
The Licensing Officer presented a report, a copy of which had been circulated and a copy of which appears as Appendix 'A' to these Minutes in the Minute Book.
The Sub-Committee considered additional information submitted after the deadline for the submission of evidence and agreed that it would not be accepted or taken into account when determining the application.
Phil Cook had submitted an application on behalf of Primetime Slots Limited for a Premises Licence for an Adult Gaming Centre under the Gambling Act 2005 at Primetime Slots, 209 Ashley Road, Poole, BH14 9DR. The application originally sought authorisation to operate the premises between the hours of 09:00 and 23:00 every day of the week. Prior to the hearing, the applicant amended the application to seek authorisation to operate the premises between 10:00 and 22:00 hours daily.
The application attracted four representations from Ward Councillors on the grounds that granting the licence would be contrary to the licensing objective of protecting children and other vulnerable persons from being harmed or exploited by gambling. No representations were received from any Responsible Authorities.
The following persons attended the hearing and addressed the Sub-Committee to expand on the points made in written submissions:

The Sub-Committee asked various questions of all parties present and were grateful for the responses received. All parties had the opportunity to ask questions. All parties were invited to sum up before the Sub-Committee retired to make its decision.
Before concluding the hearing, the Legal Advisor advised all parties of the right of appeal.
RESOLVED that the application made by Phil Cook on behalf of Primetime Slots Limited for a Premises Licence for an Adult Gaming Centre under the Gambling Act 2005 at Primetime Slots, 209 Ashley Road, Poole, BH14 9DR, to permit the operation of the premises between 10:00 hours and 22:00 hours daily, be GRANTED, subject to the following conditions imposed by the Sub-Committee on determination of the application:
