The Chairman exercised his discretion as permitted by the Protocol for Public Speaking to allow those who wished to address the committee directly, to do so virtually via Microsoft Teams and for those who did not, the Democratic Services Officer read out the written statements which also included that of Ward Councillors that were unable to attend. |

See planning application reports circulated at 6a-6f, as updated by the agenda addendum sheet to be published on Wednesday 15 December 2021.
Councillors are requested where possible to submit any technical questions on planning applications to the Case Officer at least 48 hours before the meeting to ensure this information can be provided at the meeting.
The running order in which planning applications will be considered will be as listed on this agenda sheet.
The Chairman retains discretion to propose an amendment to the running order at the meeting if it is considered expedient to do so.
Members will appreciate that the copy drawings attached to planning application reports are reduced from the applicants’ original and detail, in some cases, may be difficult to read. Minutes: The Chairman informed the committee that he had received a late request to defer the consideration of Items 6a-6c to allow for a site visit, which he was not minded to support, but would put it to the committee to vote upon.
RESOLVED that Items 6a-6c be considered as scheduled.

Reason for overturning officer recommendation:
Although the proposed replacement building would be materially larger than as at present, the Committee considered that there were special circumstances relating to the demolition of the existing dwelling and the associated poor quality existing outbuildings from the site, and replacing them with a high quality family home that, in the Committee’s view, would cause no harm to openness of the greenbelt as a result.

Update from Legal Services Minutes: The Chairman agreed for this item of business to be added to the agenda after its publication under the provision allowed in Section 100(B)(4)(b) of the Local Government Act 1972 because it was necessary to brief the committee in advance of its consideration of the related application, which was due to be brought to the committee at its following meeting.
The Senior Solicitor briefed and provided the Committee with legal advice on a forthcoming application and responded to comments and a request for clarification. |
