Minutes:

For item 6a, Cllr S Baron declared for transparency that he had used the hotels involved in the application for personal use and was a local resident of the area. Cllr S Baron explained that despite this he was not pre-determined and had not spoken to any one in support nor objection to the application.

 

For item 6b, Cllr S Baron declared that given his position as BCP Council’s Lead Member of Poole Regeneration and the nature of comments he had made on the site and scheme, he would withdraw from the Committee for this item.

To receive any requests to speak on planning applications which the Planning Committee is considering at this meeting.

 

The deadline for the submission of requests to speak is 12 noon one day before the meeting. Requests should be submitted to Democratic Services using the contact details on the front of this agenda.

Part A of the Protocol will apply to this meeting of the Planning Committee, summarised as follows:

 

Speaking at Planning Committee (in person or virtually*):

 

·       There will be a maximum combined time of five minutes to speak in objection and up to two persons may speak within the five minutes.

·       There will be a further maximum combined time of five minutes to speak in support and up to two persons may speak within the five minutes.

·       No speaker may speak for more than half this time (two and a half minutes) UNLESS there are no other requests to speak received by the deadline OR it is with the agreement of the other speaker.

*The Chairman has agreed to exercise his discretion to enable speakers to join the meeting remotely on MS Teams if preferred. For further information please contact Democratic Services.

 

 

Submitting a statement to Planning Committee as an alternative to speaking:

 

·       Anyone who has registered to speak by the deadline may, as an alternative to attending/speaking in person or virtually, submit a written statement to be read out on their behalf.

·       Statements must be provided to Democratic Services by 12noon one day before the meeting.

·       A statement must not exceed 450 words (and will be treated as amounting to two and a half minutes of speaking time).

 

NOTE - For Agenda Items 6a and 6b:

 

The Chairman has agreed to exercise his discretion to amend the above arrangements for this application, to extend the speaking times from five to FIFTEEN minutes and the number of speakers from two to SIX speakers.

Minutes:

There were a number of requests to speak on planning applications considered by the Planning Committee.

The Chairman exercised his discretion as permitted by the Protocol for Speaking/Statements to allow those who wished to address the committee directly, to do so virtually via Microsoft Teams if they preferred.

The Chairman also exercised his discretion as permitted by the Protocol for Speaking/Statements to amend the arrangements for speaking, to extend the speaking times from five to fifteen minutes and the number of speakers from two to six speakers.

Councillors are requested where possible to submit any technical questions on planning applications to the Case Officer at least 48 hours before the meeting to ensure this information can be provided at the meeting.

 

The running order in which planning applications will be considered will be as listed on this agenda sheet.

 

The Chairman retains discretion to propose an amendment to the running order at the meeting if it is considered expedient to do so.

RESOLVED that the planning application be withdrawn as per the reasons given by the Interim Director of Planning at the meeting.

Reasons:

 

The interim Director of Planning requested that the Planning Committee withdraw item 6B, (application APP/18/00750F), for Land Between the Bridges, West Quay Road, Poole from the agenda and for the item to be brought back to the Planning Committee for consideration at a future meeting.

 

The scheme has been in for 4 years, has attracted substantial public interest (over 1200 representations) and there are outstanding issues relating to two statutory consultees (Environment Agency and Historic England) that it is important to review prior to the Committee considering the application.

 

The interim Director of Planning advised the Planning Committee that the applicant had requested the application not be withdrawn from the agenda.

 

The interim Director of Planning confirmed that whilst it is regrettable that he was recommending withdrawing the item at this late stage, it was not a recommendation he made lightly, and it was important to clarify these issues regarding flood risk, scale, massing and visual impact given the prominent nature of the site in the Poole Regeneration area, and the volume of public interest in the application.
