Urgent Resurfacing of Holdenhurst Road

We the undersigned petition the council to immediately progress with the long-overdue, comprehensive resurfacing and structural repair of Holdenhurst Road on the section between Wellington Road and Lincoln Avenue. We urge BCP Council to take the following immediate actions: 1. Instruct its Highways department to execute a phased resurfacing scheme, commencing from Lincoln Avenue and moving down to the safe boundary of the affected utility site, rather than delaying the entire project indefinitely. 2. Utilize its full statutory powers under the New Roads and Street Works Act 1991 (NRSWA) to issue formal notices and enforcement action against Virgin Media to resolve the shallow apparatus issue without further delay. 3. Increase emergency maintenance and interim repairs on this specific stretch to ensure it remains safe and drivable until the permanent resurfacing takes place.

For over five years, this vital local arterial route has been left in an unacceptably hazardous and dilapidated state. The carriageway is currently plagued by severe road depressions, dangerously raised manhole covers, and failing, sub-standard road patches left behind by utility contractors. This continuous neglect poses an immediate risk to road safety, causes progressive and costly damage to vehicles, and significantly degrades the quality of life for the local community.

We are aware of the Council’s position that full reconstruction has been halted due to unresolved issues involving shallow utility apparatus owned by Virgin Media at the Wellington Road junction. However, we firmly believe that using a single localized utility dispute to justify the total abandonment of the entire section is completely unacceptable and non-viable.

The current state of Holdenhurst Road represents a failure to maintain the public highway in a fit and serviceable condition. We request that BCP Council prioritizes this scheme and allocates the necessary resources to restore this road as a matter of urgency.
