Responsible for the overall strategy of the Council and for area-based regeneration and growth ensuring the development of healthy communities and overall cultural strategy, economic development, historic environment, culture and arts participation strategy, Local Enterprise Partnership, skills agenda and relationships with universities and employers.

Responsible for corporate support services comprising: communications and reputation; equalities and diversity; resident engagement plus the central corporate functions including human resources, democratic services, legal services, registrars, information governance, information technology, property services including asset management, customer services, partnerships, governance and assurance, risk management, audit.

Portfolio Holder for Adults and Health

Adults and Health: Lesley Dedman

Responsible for adult social care and relationships with health, health and social care integration, social care services for adults, prevention and wellbeing services, vulnerable adults safeguarding, public health.

Portfolio Holder for Children and Families

Children and Families: Sandra Moore

Responsible for early years and family services, education, looked after children, social care, children’s centres, youth services, children’s safeguarding, early intervention for vulnerable children, special educational needs, child poverty, youth offending.

Portfolio Holder for Environment and Climate Change

Environment and Climate Change: Felicity Rice

Responsible for the Council’s environmental policies and credentials, sustainable environmental policies and environmental impact of all council policies and decisions, waste, street cleaning, waterways, beaches and flood resilience, coastal protection, parks and open spaces, cemeteries and crematoria, allotments and country farms, fire and rescue services, emergency planning, Local Nature Partnership.

Finance: David Brown

Responsible for the use and planning of the Council’s resources, Medium Term Financial Plan, resources, business rates, pensions, fees and charges, commercial strategy, company structures, corporate procurement, insurance.

Portfolio Holder for Housing

Housing: Kieron Wilson

Responsible for overall housing services and strategy, social housing provision, housing management and maintenance, homelessness, welfare reform, telecare (Careline and Lifeline).

Portfolio Holder for Strategic Planning

Strategic Planning: Margaret Phipps

Responsible for the Council’s planning service including the formulation of a unified Local Plan, strategic planning, planning guidance, neighbourhood plans, planning enforcement, overall housing provision.

Portfolio Holder for Tourism, Leisure and Communities

Tourism, Leisure and Communities: Lewis Allison

Responsible for destination services including overseeing and developing the heritage aspects of each of the three towns, library and information services, leisure centres and sports, events, licensing policy and practice, country parks (including Upton House and Country Park), community networks and localism, devolution to Town and Parish Councils and governance reviews, community groups, community safety, public protection and enforcement services (environmental health, trading standards, etc).

Transport and Infrastructure: Andy Hadley

Responsible for transportation strategy, quality of roads cycleways and pavements including highways maintenance, sustainable transport options and policy, local transport strategy, street naming, relationships with bus and train providers.
