Election of Chair of the Planning Committee

Councillors are asked to elect the Chair of the Planning Committee for the 2020/21 Municipal Year.

RESOLVED that Cllr D Kelsey be elected Chair of the Planning Committee for the 2020/21 Municipal Year.

2.

Election of Vice-Chair of the Planning Committee

Councillors are asked to elect the Vice-Chair of the Planning Committee for the 2020/21 Municipal Year.

Minutes:

RESOLVED that Cllr S McCormack be elected Vice-Chair of the Planning Committee for the 2020/21 Municipal Year.

 

No secret ballot vote was required as Cllr S McCormack was the only nominee.

3.

Apologies

To receive any apologies for absence from Members.

Minutes:

Apologies were received from Cllr N Decent.

4.

Substitute Members

To receive information on any changes in the membership of the Committee.

 

Note – When a member of a Committee is unable to attend a meeting of a Committee or Sub-Committee, the relevant Political Group Leader (or their nominated representative) may, by notice to the Monitoring Officer (or their nominated representative) prior to the meeting, appoint a substitute member from within the same Political Group. The contact details on the front of this agenda should be used for notifications.

Notification was received from the nominated representative of the relevant Political Group Leader that Cllr J Butt would substitute for Cllr N Decent for this meeting of the Committee.

Members of the Committee made the following declarations on planning applications being considered at the meeting:

 

Agenda item 8a:

 

Cllr P Hilliard informed the Committee that, as the BCP appointed governor to the Royal Bournemouth Hospital NHS Foundation Trust, he would not participate as a member of the Committee and would instead be speaking in support of the application as local Councillor.

 

Cllr A Stribley, for transparency and openness, informed the Committee of her position as the appointed governor to the Poole NHS Foundation. Cllr A Stribley explained that she had no pecuniary interest in the plans or proposals, had never stated an opinion, in support or objection, either privately or publicly, on the application.

 

Cllr T Trent, for transparency and openness, informed the Committee that he knew one of the individuals who submitted a statement of support. Cllr T Trent clarified that he had not discussed the matter with the individual nor would he be pre-determined or bias by his knowing the person.

To confirm and sign as a correct record the minutes of the Meeting held on 2 July 2020.

Minutes:

An amendment to minute number 186 of the meeting on 2 July 2020, to correct the ward, reference number and application description was agreed by the Committee.

 

The minutes were then approved for signing as an accurate record.

7.

Public Issues

To receive any requests to speak on planning applications which the Planning Committee is considering at this meeting.

 

The deadline for the submission of requests to speak is 12 noon, Wednesday 22 July 2020. Requests should be submitted to Democratic Services using the contact details on the front of this agenda.

Minutes:

There were several public statements received relating to the applications considered by the Planning Committee. As per the Protocol for Public Speaking, the Democratic Officer read out the written statements before the Chairman invited those Ward Councillors who had requested to speak, to address the Committee.

 

The Chair informed the Committee that given the scale and significance of item 8a, application 7-2019-5913-EQ, he had agreed, as Chair, to increase the number of public statements to three either side and to allow BCP Councillors to speak.

Further to this the Committee received an update sheet in relation to the applications, a copy of which has been circulated and appears as Appendix I to these minutes in the Minute Book. No development shall take place until a scheme for the phasing of the development to be carried out has been submitted to and approved in writing by the Local Planning Authority. The development shall be undertaken in accordance with the approved phasing plan, subject to any amendments approved in writing by the Local Planning Authority.  The submission of reserved matters shall relate to each phase of the development.

 

Reason: To secure the proper development of the site and in accordance with Policy CS41 of the Bournemouth Local Plan: Core Strategy (October 2012).
