Cllr T Trent declared, for transparency, that he knew two of the people that had submitted written representations for item 6a, however he was not pre-determined on this item. Cllr M Davies declared that for item 6a he was pre-determined and wished to address the Committee as Ward Councillor. Therefore he would remove himself from the Committee for the item and would remove himself from the meeting room once the public issues section of the item had been complete. |

The Chairman has agreed to exercise his discretion to amend the above arrangements for this application, to extend the speaking times from five to FIFTEEN minutes and the number of speakers from two to SIX speakers.

Note: The public speaking procedure is separate from and is not intended to replicate or replace the procedure for submitting a written representation on a planning application to the Planning Offices during the consultation period.
Minutes: There were a number of requests to speak and written statements to be read out on planning applications considered by the Planning Committee.
The Chairman exercised his discretion as permitted by the Protocol for Speaking/Statements to allow those who wished to address the committee directly, to do so virtually via Microsoft Teams if they preferred.
For agenda item 6a only, the Chairman agreed to exercise his discretion to amend the arrangements and extend the speaking times from five to fifteen minutes and the number of speakers from two to six speakers. |

RESOLVED that Planning Permission be REFUSED, contrary to the recommendations set out in the Officer report. The reasons for refusal were as follows:
Contrary to Planning Policy: · Core Strategy - CS22 – In that the development’s scale, appearance and density is not in-keeping with the surrounding area; and would cause harm to local amenity. · Core Strategy CSS41 – In that the development would not respect the site and its surroundings, nor contribute positively to the appearance of the area and be detrimental to the amenity of local residents. · 6.10 DWLP – In that the development would not respect the character of the area particularly regarding the scale and massing of development and living conditions of neighbouring residents. · 8.22 DWLP – Loss of existing public car parking spaces and failure to replace them.
